Interagency Process and Regulation Experience in San Luis Obispo County


Morro Group is very familiar with state and federal agency environmental regulation and procedural processes. In many instances, we have been involved with projects, which have many different affected agencies. An example project is the Chorro Creek Bridge Restoration Project (also known as the Twin Bridges project) where 19 different agencies were involved in the review process.

Morro Group was responsible for the preparation of:


* Caltrans specifications and special provisions to the specifications.
* Preparation of a California red-legged frog Biological Assessment for the USFWS and reviewed    by the CDFG which led to a Biological Opinion under Endangered Species Act (ESA) Section 7    processes.
* Preparation of the Wetlands Mitigation Plan and Revegetation Plan for the ACOE and for review    by California Department of Parks and Recreation, County of San Luis Obispo, the City of Morro    Bay, and Quality Control to meet FHWA and Caltrans bridge construction review. Currently we    are completing the five-year monitoring requirements of the ACOE on the revegetation of the    creek and its habitat disturbed during construction of the bridge. Other examples of state and    federal regulation experience are given in the following paragraphs.


U.S. Fish and Wildlife Service (USFWS)

Morro Group has prepared and is currently preparing many Presence/Absence Surveys for the endangered California red-legged frog, southwestern pond turtle, steelhead trout, San Joaquin kit fox, and the Morro shoulderband snail. We have also conducted Morro Bay kangaroo rat trapping surveys following USFWS protocol. Our Section 7 experience is evidenced by our close coordination of the California red-legged frog studies on such projects as the Chorro Creek Bridge (with ACOE, USFWS, City of Morro Bay, and California Department of Parks and Recreation), the Higuera Street Bridge, Zanoli and Carroll projects on San Luis Obispo Creek (with ACOE, USFWS, NMFS, City of San Luis Obispo, CDFG and RWQCB). Additional Section 7 coordination experience was obtained during the ACOE Unexploded Ordnance Removal Program at Montana de Oro State Park, which included coordination for the Morro shoulderband snail, Morro manzanita, Morro Bay kangaroo rat and Morro Blue butterfly surveys with ACOE, USFWS, California Department of Parks and Recreation, and the County of San Luis Obispo. We have also provided consultation to CDFG on environmental effects of “frac-outs” related to directional drilling under creeks and wetlands.

Section 10 experience pertains to preparation of Morro shoulderband snail habitat conservation plans (HCP) prepared for several projects in Los Osos. In addition, Morro Group acted as liaison between the Monarch Grove project developer, USFWS, and Department of Parks and Recreation to find compensatory habitat suitable for the Morro shoulderband snail and the two agency needs (for compensation and to maintain contiguous habitat within existing State Park lands). The successful location of property to meet both agency and project developer needs led to a smooth conclusion to the un-permitted destruction of prime snail habitat during construction of the Monarch Grove project.

Regional Water Quality Control Board (RWQCB)

Morro Group has prepared Storm Water Pollution Prevention Plans under the Regional Water Quality Control Board guidelines. Morro Group has also prepared Water Quality Certification permit applications for a number of projects and is very familiar with the permitting process in accordance with Section 401 of the Clean Water Act. Recent examples of close coordination with RWQCB include the Oak Park Health Plaza, Lucia Mar Elementary School #12, Higuera Street Bridge Replacement Project, Cold Canyon Landfill Facility Expansion Project, and the Barnwood Vineyards Irrigation Pipeline.

California Department of Fish and Game (CDFG)

Morro Group has prepared 1601/1603 Streambed Alteration Agreement permit applications for a number of projects and is very familiar with the permitting process in accordance with the Fish and Game Code Section 1600. Recent projects requiring 1601/1603 agreements include the Oak Park Health Plaza, Lucia Mar Elementary School #12, Higuera Street Bridge Replacement Project, Cold Canyon Landfill Facility Expansion Project and the Barnwood Vineyards Irrigation Pipeline.

U.S. Army Corps of Engineers (ACOE)

Morro Group has prepared numerous Waters of the U.S. studies following ACOE guidelines, wetland delineations following the 1987 ACOE Wetland Delineation Manual, and Nationwide and Individual Permit applications in accordance with Section 404 of the Clean Water Act (CWA). Recent Nationwide Permit Applications include Oak Park Health Plaza, Lucia Mar Elementary School #12, Higuera Street Bridge Replacement Project, and the Barnwood Vineyards Irrigation Pipeline. Recent Individual Permit Applications include Cold Canyon Landfill Facility Expansion, San Luis Obispo Airport Runway Expansion, Zanoli Retaining Wall Protection Project, Nipomo Community Services District Pipeline Replacement on Nipomo Creek, Chorro Creek Bridge (Twin Bridges) Replacement Project, and the Santa Rosa Street Bridge Replacement Project. Recent Wetland Delineations include the Santa Rosa Street Bridge, Higuera Street Tunnel, South Higuera Street Bridge, and the Andrews storm drain on San Luis Creek, San Luis Obispo Airport runway extension, Damon Garcia Athletic Fields, Atascadero Home Depot, Madonna/Eagle Hardware EIR, Cold Canyon Landfill, Paseo Street and Tally Ho Road projects in Arroyo Grande, 1st Street Boat Launch in Los Osos, Gearhart RV Park in Paso Robles, and the Suey Crossing in Santa Maria.

Caltrans and Federal Highway Administration (FHWA)

Morro Group has prepared numerous Preliminary Environmental Assessment Reports (PEAR), Initial Study Assessments, Natural Environment Studies and related documents for Caltrans and FHWA. These include the Higuera Street Bridge project, the Santa Rosa Creek Bridge projects, the El Campo Interchange project, the Halcyon/Highway 1 Intersection project, the Brisco Road Interchange project, the Las Tablas Road project, and the Halcyon/Highway 1 road improvements and Halcyon Bridge project.
Processing County Land Use Permits

Morro Group has processed land use permits and subdivision applications for the County of San Luis Obispo since August 2000. Projects include Minor Use Permits, Development Plans, Coastal Development Permits and Lot Line Adjustments. Morro Group provides complete processing of permit applications from the pre-application meetings to the final action taken by decision makers. Morro Group has prepared staff reports and made presentations to the Subdivision Review Board, Administrative Hearing Officer, the Planning Commission, and the Board of Supervisors. This service includes but is not limited to the initial completeness review, accepting projects for processing, addressing concerns and coordinating with citizen advisory councils, local state and federal agencies, writing staff reports and making presentations to hearing bodies.

Experience in San Luis Obispo County
